It would seem that these regulations are redundant because they were already explained earlier, but they form the core and the heart of the Exodus story.
As important as it was for the Israelites to remember their deliverance, it was equally important for them to have hope for their future by looking to their promised destination (v5). Not only that, but they were also encouraged to pass on their identity and their belonging to the following generations (v8-9). Part of their observance included the next generation so that sons and daughters had a solid foundation to build upon.
As we age, our memory becomes less sharp than the day before. How many of us have gone to the fridge only to forget the reason why? Many of us also believe that our memory is what causes us to forget about the work of God in our lives, but I don’t believe that’s true for most cases. I believe that if we can be better documenters and storytellers, we would have a better chance of not only remembering the work of God, but also living with great hope for tomorrow, no matter the trial, adversity, or challenge.
